The US Senate has overwhelmingly passed a motion stating that "climate change is real and is not a hoax".
The Republican-controlled house has stopped short of saying humans are to blame.
The motion passed 98-1, with the only No vote from Senator Roger Wicker of Mississippi.
Senator James Inhofe of Oklahoma, who has questioned the science around climate change, surprisingly approved the motion.
But the senator, who authored the book The Greatest Hoax: How the Global Warming Conspiracy Threatens Your Future, said the problem was not man-made.
"Climate is changing and climate has always changed and always will," said Mr Inhofe.
"There is archaeological evidence of that, there is biblical evidence of that, there is historical evidence of that.
"There are some people who are so arrogant to think they are so powerful they can change climate."
The vote was one in a series testing Republicans' stance on global warming just days after two federal agencies declared 2014 the hottest year on record.
Many Republicans have either denied the science of climate change or distanced themselves from it, saying they do not have the expertise to issue an opinion.
During the State of the Union on Tuesday, President Barack Obama said: "I'm not a scientist, either."
