President Hamid Karzai has condemned in the "strongest terms" a Nato air strike on the Afghan border with Pakistan that left 10 Afghan civilians - including women and children - dead.
The president has ordered a special delegation to investigate the incident.
In a press release sent to Sky News, Mr Karzai said: "Terrorism is not there in the villages and houses of people of Afghanistan.
"Fighting against terrorism in the villages of Afghanistan will not lead to any results."
The president spoke by phone to the families of victims to offer his sympathies and condolences.
General Joseph Dunford, the new commander of the US military forces in Afghanistan, met Mr Karzai to brief him about the Nato operation.
The general also "expressed his personal condolences for any civilians who may have died or been injured" in the air strike.
The attack occurred at around 10pm on Tuesday night in the Shigal district of Kunar province.
